My apologies just my suggestion

Quebec City-Still my first choice of expansion to strengthen the Eastern Canada\New England Region. Excellent in-provincial rival in Montreal.
Indianapolis-Overlooked by the GLFL, A high-risk, high-reward move by the league. Could be a success if Travel is not a major issue.
Cincinnati-Another high-risk, high-reward(emphasis on the high risk) city. Not even the GLFL can keep a team afloat in Cincy, There has to be guarantees by the owner and the city that they can back a NAAF team.
Portland, ME-Too small
Rochester-Expansion only to strengthen the region.

If I had to rank them
1. Quebec - Provincial rivalry with Montreal and expanding the footprint a little
2. Portland - Adds a team in Northern New England, but may be a bit small
3. Rochester - Rivalry with the Blue Wings, but doesn't expand the footprint
4. Cincy - A long distance and home of past failures, but opens up expansion in both the South and Midwest
5. Indy- A long distance from the other teams, but opens the door for future Midwestern expansion

I have always planned this to be more of a nation (or "nations") wide league. Might not get to the size of the NFL but certainly, I want to get to a more national level. The world itself is in a regional mode at the moment due to a lack of a national league prior to WW2, and they have remained that way trying to rebuild post-war. The NAAF is the sole professional league that plays Hybrid Rules so it might allow it to move more than the regional leagues, but tougher because of the different style. That is the situation the story is headed into at the moment.
Don't worry too much about changing my mind, honestly, everyone's comments have made me reconsider my plans a little bit, and the cities I was set on are not quite so set anymore. That is not a bad thing as I love the feedback on it all and different opinions on what the league should do and has allowed me to develop the plans more.
At the end of the day, there is very little I have planned ahead outside of a rough outline of the number of teams over the years, so I have even considered remaining regional especially with the possibilities that are available. Everyone's support for Portland is a big note taken and will be in the mix no doubt.
Honestly, a great question that I don't entirely have the answer to yet.
That definitely sounds exciting! I could totally see the league taking an NHL style approach, with an Original 6, or an Original 8 in this case, lasting into the late 60's before a big expansion era comes along. I'll be watching out for how the different leagues in this universe will all cease too, and how that'll affect the NAAF. A lot to look forward too!
I'm a fan of the updates to Worcester! It's a shame that Richard Paul passed, hopefully his wife and son do as good as he did with the team. It wouldn't surprise me to see Harold taking full control somewhere in the near future.
As for the expansion, my opinions still stand on each of the candidates, I'll be interested in seeing what you do.

Cincinnati and Indy just because they're cool cities.

1956 Draft Preview
The upcoming draft is not quite as exciting as previous years. This year’s class looks to be one of if not the weakest of the NAAF drafts so far. There isn’t as much high-end talent as we have seen in the past, especially when looking back at last season. RB Scott Mallard-White is the most skilled of the bunch. Many are talking about the RB being the best RB prospect since Alexei Volkov in 1952. Montreal might be tempted to take the running back 1st overall to replace Marchal in the near future. However, they might also be interested in the top defensive prospect in LB Konrad Aust. Aust might be the perfect replacement for Quinton Brewer next to Rusty McVee, with a great ability against the run.
After the top two, the skill seems to take a step back. RB Clifford Russell and WR Sammy Moss should be solid skill position players but might need a year or two to be a true threat. OL Georgio Stephan will likely go to a team in the latter half of the 1st round looking to build on their O-line but doubt there will be anyone reaching for him. The top QB is Oscar Rigano, a strong arm QB that is expected to go in the second round, but a team could take their chance on the young player to build their team around. The struggle with QBs is that most of the teams have a top-tier QB on their team and will be looking to fill other needs, so they may slip a lot further than expected.

I thing Mallard-White is too good for the Rouge to pass on, so he's going #1.
The Independents are in need on both lines, and with a better chance of an OL being there at 10, they'll go with DL Robin Hill and hope an OL falls to them.
The Tigers have few needs, and I expect them to trade down, get a later pick and a player for their defensive backfield, allowing Buffalo to leap over Providence to get the top WR in the draft, Sammy Moss.
This leaves Providence in position to take Georgio Stephen at #4.
Worcester will be very excited to get a great LB in Konrad Aust.
Ontario, back on the clock in this scenario, still get an RB, and get Clifford Russell.
With the 7th pick, Long Island takes Pete Breckenridge to shore up that OL even more to protect Lyle Painter.
And rounding out the first round will be Ottawa, who grab the first DB off the board with Dennis Kirchner.

I feel like Quebec City and Rochester are my two top choices for the expansion as with Portland and a close third. I like how they fit the regional feel of the NAAF over the midwestern teams. Now for the draft I think it’s really interesting how the top of the draft prospects are mostly all offensive players. I think this might cause some of the RBs or OL to fall a bit in favor of a team reaching for a defensive player instead.
