Expansion will definitely be on the table with Barcelona and Portland.
In the meantime, here's what I'm thinking of as far as names go.
London Monarchs - Confirmed
Amsterdam - Admirals, Millers, Mariners
Frankfurt - Galaxy, Starfleet, Sorcerers
Paris - Gargoyles, Musketeers, Phantoms
Baltimore - Blue Crabs, Ravens or Stallions
New York - Knights
Orlando - Thunder
Toronto - Huskies, Mounties
Los Angeles - Avengers, Barracudas, Guardians, Jaguars
Mexico City - Aztecs, Jaguars, Lobos
Sacramento - Surge, Gold Miners
San Antonio - Armadillos, Outlaws, Riders, Texans
I'm open to suggestions if you guys have other ideas.

Meh, a lot of these team names are too common, personally I hate that. Team names need to be connected to the city somehow, not some arbitrary animal name. Monarchs is a great example.
LA could go two ways: the Hollywood route (Stars, Gold, etc) or the tough gritty street route (which I would LOVE, not enough of inner city themed teams).
Los Angeles has two NFL teams, San Diego has none. I would love an LA team, but something to think about.
I would love to see the Frankfurt Galaxy again, they had great branding.

This takes place in 1989 for the inaugural 1991 season...so San Diego still has their Chargers at the time.
