NFL Commissioner Pete Rozelle has appointed longtime Cowboys executive Tex Schramm to helm the World League, a proposed springtime venture which is expected to kickoff in the spring of 1991.

The World League fielded twelve teams in 1991. A year later, Barcelona and Portland came in to the league through expansion.
