I like the color scheme idea. I actually like the beetle sketch.
San Juan is the only city that fits the criteria. Since it's the capital it's also a logical place for a university. I'm thinking San Juan University (SJU) with it being "Universidad de San Juan" in Spanish.
The Fire Beetle is found in Puerto Rico, with the local name being Cucojo. So the mascot could be the San Juan Cucojos.
Spiders are also common, with several well known species including the "Cave Spider". San Juan Spiders also has a ring to it.
