If there wasn't an NFL, how would you build a 32-team football league from scratch?

I kind of wanted to do the same, but I've been struggling to pick the right cities. Even though New York and Los Angeles both have two teams in the NFL, I'd like for each to have just one in my league. On the other hand, if it makes more sense to have maybe one each for NYC and Brooklyn/New Jersey and one each for LA and Anaheim, that'll work too.

As a bonus, I've added cities for a 32-team spring league.

For the Fall League, I wanted to do a Freedom/Liberty conference format similar to the American and National setup in the NFL. But if an East/West format would work better that's cool.

Please don’t rebuild a professional football league from me. I’m healthy, but I think it would be spreading me too thin.
